Both AT&T and T-Mobile USA will use PCS HSPA+ and AWS LTE.
I am assuming that T-Mobile and AT&T will carry the STL100-3 model since the radio specifications of this model do align with what HSPA+ and LTE bands T-Mobile USA and AT&T use.
Yes, they are moving towards the no contract and no subsidy business model. Supposedly T-Mobile USA will start a trade in program to help defray the cost of the devices under the no subsidy model.

T-Mo will start selling them tomorrow. I hope to have time to see their demo model at a retail store near me. Hope they can still have wi-fi calling in a later update but I wouldn't mind having this even as it is now.
