It was a fairly recent change... But Vimplecom can invest in Wind or Mobilicity, or both, as long as the combined market share is less than 10% after the deal is done.
If they chose to agressively build market share and the share exceeds 10%, that's OK. They just can't buy into a big player...turning a small player into a big player is totally within the rules.
