    I received those speeds after being "throttled" for 4 days. I think it took the system a while to catch up.
    iPhone 7+ on the Verizon Network

    I work late evening shift work. One of my friends, who is on GoPhone, showed me that his throttle cap gets lifted at 2300 hours PST. The cap stays off until 0500 PST. It seems, when there is a lot of excess capacity, At&t simply lifts the cap for no apparent reason. During the day, he is throttled back to 512K as others have posted. Not a bad deal at all.

    Didn't do that for me. I stay up until about 3 AM CST and never had any cap lifted despite there being no one awake. I'm within .2 miles of the tower too. It always seems congested, unless they just haven't turned up backhaul above 20 Mbps.

    Haven't tested Netflix as I have Chromecast but YouTube loads 1080p (close to buffering but not quite.) 720p is more comfortable to see the bar move ahead.

    Here are my throttled speeds, enjoy. My house sits in between three AT&T cell sites I hit all three of them with an average -97 to -89dBm LTE connection, I usually see speeds above 30Mbps during the late PM and early AM hours.

    I haven't seen the 128kbps data cap yet even though I have went over my 1.5GB high speed data limit, will check later and see.

    AT&T in my Area the Signal got WAY worse after I came home from Vacation, BUT I did notice the tower my Huawei is connected to with LTE at -97dbm minimum gave me the fastest "high speed" I have seen in a year at 25Mbps. This was during the night, HSPA+ in my area rarely gets over congested so it is over 11Mbps almost all the time.

    Portland, OR is Band 17 only.
    Home Entertainment: Comcast Blast Pro 200mbps internet(Xfinity XB3 Arris TG1682G 24x8 Docsis 3.0 modem, IPv6 enabled), Xfinity Digital Preferred TV(Tivo Bolt(Main DVR)/Tivo Mini(Bedroom), Xfinity Voice EMTA XB3 with Voice Unlimited.

    no disabling of throttling at nearly 1 AM so far. will continue to check later.
