Question Re. Sequence Omega spectrum map?

I have a question about the spectrum map at http://specmap.sequence-omega.net/.
When you look at the 700 MHz lower B & C blocks, there is an arc from Auburn, AL down to Abbeville that is not attributed to any owners. I've tried, without success, to research this on the FCC website.

Does anyone know the status of these license areas? Were they retained by the FCC?

700MHz Lower B & C blocks show up as AT&T for Lee County, Alabama (see map tab).

So both licenses are really AT&T but it just wasn't picked up by Sequence-Omega?

Seems like it. Maybe something in the licensee information didn't match up compared to other AT&T licenses? May be something worth notifying the site owner about.
