I think the Sept. 16th, 20th, 30th dates we've seen thrown around in one form or another are all dates for transition to the chatr billing system on the backend, not the actual service just yet.
Mobilicity said my move date was Sept. 20. I quoted it above. Mobilicity's text message to me was on Aug 18. Here it is in full:
Mobilicity: In preparation for your move to chatr, as of September 20th, 2016 you will get the chatr data experience for your 20 GB of data at 3G speed. Or if you want access to an amazingly fast LTE network, our friends over at Fido have a special offer for you. Call Fido today at 1-888-945-3436 to find out more! Reply STOP to opt-out of promotional messages.
The full transition to Chatr will be after we move to Chatr data according to Mobilicity's text message to me on Sep 1:
Mobilicity: If you are traveling outside Canada & the US, you will not be able to use your device between September 20, 2016 and the day you join chatr. For tips on how to use your device when traveling, visit mobilicity.com/chatrmoveFAQ

So I'm on Chatr now and here is my summary of observations:
-Yesterday I had about 20 minutes of no service in the morning
-I've had a few minutes of zero kilobytes per second during evening rush hour, though the interruptions are short compared to on Mobi
-I also had a max of about 1.5mbits/sec during peak times instead of 3mbits/sec, but 3mbps otherwise
-I occasional 3.5mbps, but not beyond that
    Looking forward to Wind LTE!

I can't wait for this to be the norm on wireless!

^Mobilicitys Data was a LOT better when they were Mobilicity but ever since we have been under Rogers HSPA Network, the Data has been CRAP.
