    Yes, it's.
They used the existing Nextel spectrum and bought some from the Mexican Government during an auction last year to create this channel size. I think this is a holdover from the past when Mexican operators preferred site density in the past to handle large volumes of voice calls.

Lucky you only if they offered them again with the DTV unlimited. Though I doubt those will ever be back

I hope AT&T can some how get some 700mhz in Mexico and expand into the rural areas and create a network equal to what we have here in the states.

Mexican government isn't selling 700MHz spectrum; they just chose the winner to build a wholesale 45x45 LTE network. Basically it's MVNO-only... AT&T can use it if they want. It's to create competition.
Carriers I've used: Sprint, T-Mobile, Cricket, AT&T, Verizon, Page Plus, Virgin Mobile, Movistar, AT&T Mexico, Telcel, Straight Talk, RingPlus.
Phones I've used: iPhone 6S, iPhone 5c, HTC One M9, Samsung Galaxy S3, LG G2, BlackBerry Storm, Nokia 820, Motorola Atrix HD, iPhone 4S, HTC One V, iPhone 4, Nokia Lumia 900, Nokia N9, Samsung Focus, Samsung Captivate, Nokia N900, HTC 8525, iPhone 3GS, iPhone, Nokia E61i, Siemens A56...
