This is the phone I use with my gUDP:

Moto G Play XT1607 4th Gen. 16GB Smartphone (Unlocked, Black)

Purchased from B & H Photo (no sales tax outside NY state).

It bypasses the VZW hotspot activation check using the built-in hotspot. No 3rd party app needed! (Note: Do NOT purchase the "Verizon" version of this phone sold at Best Buy and Target and Walmart, etc, etc.) You MUST only used an UNLOCKED version of this phone!!

    Hope this helps.

How is the Moto G Play working out so far? I here Verizon is not too kind to unbranded smartphone. I'm curious with the call quality. I hope to hear people talk more about your claim.

I think im going to purchase the Moto G5 plus from Costco and see if it works as well...

Most non-Verizon branded phones work fine with tethering and not doing the provisioning check.
As long as the bands are there it will work fine.
I had a Nexus 6P for almost two years and tethered with no issues.
I have a LG G6 (unlocked) and I'm using it fine including VoLTE.

Just make sure all the bands are there or you might end up with a phone that doesn't work.
Good intentions will always be pleaded for every assumption of authority. It is hardly too strong to say that the Constitution was made to guard the people against the dangers of good intentions. There are men in all ages who mean to govern well, but they mean to govern. They promise to be good masters, but they mean to be masters. -- Daniel Webster
