    What does it mean that a camera shutter on a phone does not 'silent off?'

    I'm looking at a used iPhone 5 on ebay and the seller says the camera shutter on the phone does not silent off?

    What's that mean?

    The phone may have come from a country (such as Japan or South Korea) that doesn't allow silent phone cameras.

    The iPhone 5 for China A1442 has no LTE support or 2100 MHz CDMA EVDO, either.
