This is the route I'd look at in this situation - it's cheap, relatively low-maintenance, and easy to port in/out.

It seems that if you put your credit card on the account, and select the $2 a day plan (that you will get charged $2 a day when you receive or make calls) and keep your phone off for that year, there is no cost to you and there is no expiration date, since your credit card is on the account.
it seems the credit expiration date only gets into play when you buy a refill card.
Am I correct in my assumptions?
We will have to wait for someone more authoritative.
BUT this does not sound right to me.
Balances and expiration dates are how things seem to have always worked.
"Having a credit card on file" just does not sound right.

Perhaps get a second opinion from another agent?

There is no such thing as "HAVING A CREDIT CARD ON FILE" with AT&T Prepaid. There is a feature called AUTO-PAY. You will have to have a credit card on file alright but it will also charge your credit card a set amount of money periodically. Currently, the minimum amount of AUTO-PAY is $25/month.

    They are NOT DUMB!
