    Location Issues

Within the past week, my iPhone 7 when navigating has not been following me as I move in Google maps or Apple Maps. Sometimes before I begin navigating, it will know where I am but other times it has me up to two miles off. Once I start navigation, it will not follow me unless I manually refresh my location and even then it is off and on. The only reason I do not think this is a phone issue, is that on my mothers iPhone 6s, she is having the same issues and she is also on Cricket. I have reset my phone twice, reinstalled iOS11 and reset my network setting and location settings and nothing has changed it. When it is on wifi, it shows exactly where I am perfectly fine. Any suggestions?
