    Small cell spotted but not sure who the carrier is.

    I have no clue when this was put up but looks like what I would call a small cell. I have no clue who the carrier is but I do have CA live in that intersection/area. It's also the only area that I have seen have 15Mhz on band 2 and 10Mhz band 12 CA active. I mostly just run across 10x10 CA or no CA at all.

    Is this ATT or something else?

    No way to tell from that picture. Could be a small cell, or could be a radio network for the city/county/state traffic signal control system.

    How would I be able to tell? I guarantee it's not ATT if it is a small cell. Also I'm pretty sure there is fiber optic ran to it under the road. Its marked on the street with orange paint.

    Take a look at the equipment boxes and power meters close to the base of that pole. My bet is that it is part of the local traffic signal control system.
