You can't cancel the old line without paying ETF. If you only need 2 lines, open another individual line then combine them into family plan.

Is that right? I went to an indirect today, asked about signing up two new lines, and cancelling my old existing line and he said that I can't cancel the old existing line for 3 months if I do this.
Anyone know?

This is another wondering thing about indirect.
Most of the indirect will ask for a secondary contract saying
that you cannot cancel the line with them for at least 180 days.
But some indirect asks even more which requires you that
you did cancel any account 6 months before "AND" after.
This is especially the case for the Chinese store in SF or some in LA and NYC. and it is on the secondary contract that you sign.
But to my knowledge, the one and only carrier that care is verizon or soon at&t. Both cingular and tmobile should be ok if you open a new account and then cancel your old one in a couple of days.
(But keep in mind, it is still risky because if tmobile find out you try for the trick, you will probably get charge by your indirect.
