The nice thing about that list is that it's not only GSM networks, but just about any cellular type network. Of course only GSM networks have MCC-MNC associated with them though. They actually have pretty good listings for just about every country in the world.

@Roamer1: good update. Thanks. I got a number of these MNC's out of the plmn file from various motorolas. Others from research on the net and personal experience. All that (esp the use of the plmn file) might explain some of the outdated and "retired" MNC's on the list. FYI, your web site of SE cell and PCS carriers (quite thorough, I might add) lists Wilkes Cellular as 311-050 instead of 311-150. I personally roamed on this network earlier this week. Horrendous coverage, no AMR codecs, and no GPRS. Ugh!

By the way, I didn't know 311 was also MCC for the US.
It might be valuable to split the list in two: active MNC's and retired MNC's. I also have a plmn_text_table.bin file (used on moto phones) with the latest info from roamer1's post. (It still includes all the retired MNC's associated with the last company that used it.) Plus all foreign MNC's are in a standard format of Provider Name listed first and two character country abbreviation listed second. The best way to view the list is with OpEdit from http://max.h15.ru/ . Or bring it up on your moto by going to My Network List > Add Network > Known Networks.
