It depends on the phone if it will play the sound or not. I've got some 3gp clips that I've put on both my Samsung D600 and Nokia 6230b and some play fine with sound on the D600, but no sound on the 6230b.
Don't know of any programs to try to re-encode them as I'm still new to this video on the phone stuff. I think Nokia's PC Suite does though. I haven't looked into the Samsung PC Studio's to see if they can yet so I don't know.
