phone cut off but still receive calls

was talkin to my buddo (he has tmobile service as well) and he was telling me he owed like 30 or so dollars on his bill, but they cut the phone off...im like um how are u talkin to me then...he says he can receive calls, but he just cant dial out...does tmobile do this all the time when they cut off service? is it a fee to get it cut back on, or it jus lets you dial out when you pay the bill?

Thats weird. The exact same thing happened to my uncles tmo phone. Will recieve calls but cannot make any. He owed money too.

that is a partial suspension or ladex for a unpaid past due balance on their acct. they could asses a reconnect fee but i doubt it
