Thats what I found out with my Motorola E398, maybe it's similar with the Motorola RAZER:
On the Install-CD with dhe Mobile Phone Tools is also a Driver-Inf File (in my case it was named 'USBMOT2000.INF'.
Copy this File on your Desktop, and Open it with your favourite Editor
you shuld find some lines like these:
[Manufacturer]
%Motorola% = Motorola
[Motorola]
%USBCDMA% = USBCDMA, USB\VID_22B8&PID_0005
%USBPATRIOT% = USBPATRIOT, USB\VID_22B8&PID_1005
...
Change them to:
...
[Manufacturer]
%Motorola% = Motorola,NTamd64
[Motorola.NTamd64]
%USBCDMA% = USBCDMA, USB\VID_22B8&PID_0005
%USBPATRIOT% = USBPATRIOT, USB\VID_22B8&PID_1005
...
and Save the File as USBMOTX64.INF
Connect the Phone with your USB-Cable, and use this modified INF-File for USB-Modem-Driver Installation
Works fine for me
