Yes it is... it's available in stores today. Give them a call and make sure they have downloaded it and that they have the proper staff and equipment to flash it. It sucks when you go there and they don't have the right wire or they don't have the software.

The new firmware might be available for you to flash your old phone, but the new phones (in boxes) haven't been updated yet. they actually have to send them back to the warehouse (I guess?) to have them updated and repackaged.
Anyone think that the disabling of the ##DIALUP command might be a seem edit?
Any insight on the method used to disable it could prove very enlightening.

gotta confirm that #777 doesn't work anymore, it sucks (it tells me that dial-up networking is enabled when I do ##dialup, but it starts packet data for about 2 seconds, then stops, i.e. goes back to the home screen, not dormant)
is this what everyone else is seeing?
QNC does work however (I can get the phone to dial my house at 14.4)
Well then it would seem that what was changed is how the phone authenticates on the data network because they didn't change the network side or else all tethering would stop working. This would point to a similar situation as the Alltel V3c on VZW conundrum where we need to isolate and and have the ability to modify that portion of the nvm.
Just a few quick thoughts while I'm charging my phone...
One thing I DID notice is that the password field in connection settings (the extra data menu enabled with a seem edit) the password field is BLANK on the new firmware (whereas it has a bunch of *'s on the old firmware)
Wow guys. Thanks for all the info. I succesfully flashed my phone and everything is working reallly well. Now that My E815 doesn't freeze when I text, I"ll ahve to decide between it and the VX8100. Tough decision. I like them both!
I have on question...I had bluetooth OBEX enabled before I flashed it. WIll it still be enabled or do I need to repeat the process? Are the seems the same? or is the procedure different?

It may be, however, the fact that the phone is broadcasting itself as having DUN support still directs to the equal possibility of Moto being asked to damage DUN similar to how OBEX was "damaged" on the V710... so that it appeared but did not work.
I would strongly advise people not update thinking a SEEM will arrive to save you...
