All it takes is a spark.
You can use a BlackBerry (Nextel versions) with Boost Mobile and you don't need to pay BlackBerry for the services. you can check out www.boostberry.com for some ideas or go looking in the Boost Mobile area to do it yourself. Boost Mobile is affordable and only costs $50/month for unlimited data. I hear other carriers may start competing.

I also have used a tmobile dash without buying into a data plan and used it the way you wanted to with wifi for internet access and tzones for net as well when I wanted to watch glue dry and use the net. You will still be charged for data, as the device will use data, it just won't use the BB browser anymore.
It would be like downloading FireFox to your computer, and thinking you will get free internet. It doesn't work that way.

Blackberries are data phones and, as such, use data. Even if you don't access the web or setup email, you'll find it may use background data or data in ways you didn't expect (like Blackberry Messenger), causing minimal charges. Always check with your service provider for possible costs and ways to actually block data usage on the phone you want/have.
Many providers will allow you to not put on a data plan but then put you on a pay-per-use one to replace it (not advisable for the reasons above). Blackberry requires some sort of plan on there for the phone to work properly, which is why they have different data plans in the first place from the regular ones they use on flip phones and the like.
If you don't want data, get a regular phone, it's as simple as that. If you want one just to say you have a BB, buy one to put on a gold chain and hang it around your neck.
I just recently upgraded through Verizon, which has been my carrier. I got a pearl online for free v/s $119 at there store. Before I could complete the purchase I had to pick a data plan of either $29.99 or $44.99 which included teethering. Hope this helps clear things up.
Verizon requires a data plan on all BlackBerry devices. That is their policy, and there is no getting around it.
