"DOMESTIC" can either mean of two things, she's using network 380 (the former AT&T Wireless network) or a roaming partner to make calls. Some roaming partners only use DOMESTIC and won't display the rate center for outgoing calls. I will get DOMESTIC as well if I use a certain roaming partner.

The phones I use will show the correct carrier tag instead of "Cingular" all the time or I use my V551 /w field test mode to find out what network I'm using. Of coruse, I am paying attention to what network I'm using on a certain day so I can see what happens on my online bill.
