Safe to give out IMEI number?

I'm selling my W600 on eBay and someone asked for the IMEI number of the phone. Here's the message:
iam intrested to buy this phone , but i just wants to make sure with service provider , this phone is ok for me because before i have boughted this kind of phone and it had imei number was wronge and not able to show as w600 so please if you are able to give me imei number
Is this a scam? Or does it not matter that he has the IMEI number?

    Thanks!

No... it's a scam. There's so many things he can do with it.

Thanks for the quick replies! Just out of curiosity, what can he do with the IMEI number?

The only use of IMEI I know of is to blacklist/greylist a handset from a certain provider (eg. T-Mobile)

he could also have a phone with a blocked IMEI and write yours over his, which is illegal anywhere.

It's as if all people with bad English fail reliability.

with rogers they won't even have your imei if you don't give it to them. Is it different with other providers. Can they get you imei electronically through the towers? I remember looking at my account and I was using a t-mobile razr and they didn;t have it in there system. just the sim.
