I'm impressed! I received a call from Rogers today. The guy said he was from the office of the president.
They heard my story and apologized about the issue.
He asked me if I was willing to purchase the phone full price and fax him the bill. They will credit my account manually!
Unfortunatly, he called me at 5PM and everything was closed here! So I'll do this tomorrow!
Woah woah woah, here's hoping they call me aswell, I have called like 10 times and they still say I can't upgrade and manager will call. Well they said tomorrow so let's hope my luck is as good as yours
ps. Say if they don't do it, I mean just to be on the safe side, don't open it or use too much until you get the credit, since you don't have anything in writing...just saying

I understand about the 'what if I don't get the credit after all?'. But the thing is, I guess the credit will be done on the next bill which can be like 30 days later! Will I be able to have a 3GS sitting on the desk waiting 30 days? I'm pretty sure not....

Yes I did get my phone on Sunday. I went to a Rogers store and when they heard I wanted to buy it full price, they shrugged me away saying the system is down (bastards!).
So I just went to the Apple Store and purchased it (900ish$ for a 32GB!).
I'll give the Rogers Manager 24 hours to credit me before calling him :P

They credited me 560$ so the phone cost me 299$ (I did not even pay the tax?!?).
Here is a step by step of what I did and how I did it. I don't know if I'm an isolated case but I think it shows that there are good people at Rogers. Unfortunatly, it's such a huge machine that obviously, somewhere, someone will be a d*** and the entire company gets bad rep.
Step 1: I contacted @RogersHelp (Keith McArthur) on Twitter and explained to him the situation in a very polite way. He sent me a DM with his email and asked me to explain in detail. I did just that.
Step 2: He replied to the mail and told me I'd receive a call from the office of the president. That call arrived 30 mins later.
Step 3: The person on the line told me they are from the office of the president and asked me to re-explain my story which I did. He told me he is extremely sorry and that they are willing to find a solution.
Step 4: At that time, I proposed I go in a store and purchase the phone at full price and Rogers would then credit me the due amount.
Step 5: The person in question (his name is Delwin) told me that was an excellent idea and to fax him the bill as soon as I get it.
Step 6: I went to the Apple Store, purchased my phone (that was Sunday) and faxed the bill the same day.
Step 7: This morning, that person called me back telling me they have credited me. He also asked me if I was enjoying the phone
Voila.
Something to note. I'm not a special customer (I don't think I am anyway!). I'm the only one with Rogers at my address (my wife has an account linked to her job, not home) and I only spend about 60$ a month. I've been with Rogers for 12 years though and used my HUP only once ever (last year on the 3G) but I doubt they look at that.

aaah, maybe i should do the same, been waiting for the manager to call forever
I can confirm that as of tonight (7:30pm), I do have the issue with a "problem with Rogers system preventing some customers from HUP'ing". I was confirmed by a manager that I was guaranteed the 299$ price for a 32GB 3GS, but the problem is known within Rogers (and has been since Saturday), but there is still no fix.

Wait, did you have to extend your contract at all?
