Nokia manufactures and country code..
Ok guys, I think the codes are correct representing a certain countries where is made, but it may also becos the whole phone all together was not made from just 1 country, alone. Meaning, ie: the part of the board or LCD could be made from ie: Mexico and China, but the final product (the whole phone) was put together in another country.
Why would this be? Most manufacturing companies nowadays do this because they have a competitive advantage of having parts made at one place and assemble the final product in another place. This is done to save cost on capital labour/labor and expenditure.
For example most of the Audiovox cdma phones that are carried by bell/telus, the hardware inside of the cell phone is made by Toshiba but the face plate and the shell is made by Audiovox

My 6600 says Made in Finland but the value is 08 (Hungary) while my 6100 says Made by Nokia and the value is 06 (HK, Mexico or China).. At least my 6600 was manufactured somewhere in Europe
