It's both almost everywhere. Only markets where AT&T doesn't have a cellular license are PCS-only (like most of VA/NC/SC) and only a few rural markets are CLR-only (where PCS is not needed for additional capacity). Most populated areas and metro areas use both.

You can also do a field test and see which you are picking up. Dial *3001#12345#* > UTMS Cell Environment > UTMS RR Info, then look for Downlink Frequency. 3 digit number typically means 1900 (for me that is 562), four digit number (for me - 1032) typically means 850.
