(in trying to track down the author, and original location of this tool, but it appears to be freeware...)
Since I don't have a V9M at the moment... Goldmembr was kind enough to test it out, and report back that it DOES work to seem edit the V9M...
I've seen only a very few mentions of this tool being used in the Bell V9M and USC V9M threads.
Just like P2KSeem for V710 has a Functions.CSV table, describing offset/bit combos... MotoSupertrubka has a "other_features.csv" for offset/bit descriptions which has to be re-done for our CDMA phones. That is responisble for the list down the left side...
and the seem edits posted in the rest of that thread...
Sometime AFTER my V9M arrives... I'll probably re-do sections talking about seem editing in the USC V9M guide for using this tool instead of the current P2KC/P2kSeem or RadioComm instructions.

Glad to see you brought this up. I just was asking/touching base yesterday with Goldmembr about using it for the 0190 seem edit he found/posted about 9 or 12 icons. I have had a copy myself but hadn't tried it. I did go ahead and do a seem last night and it worked pretty easy once you know how the software works. To use to being able to see the offsets in the bit box like in p2kseem which is why I was a bit confused at first but my guess what right per his reply prior to me doing it so it isn't so bad.
If I get a chance I'd be more the happy to start editing the *.csv file but before doing so could you maybe drop some details on how it needs to be entered and also a format you'd like to try to follow so we are all on the same page. I did take a look at the *.csv that is with the download and I think I see how it needs to be entered but I'd like to be sure tho prior to putting the effort into it.

Had another quick thought maybe you could answer. Would it be possible and would it make sense I guess to have/make different *.csv files for the different phones being that some seems are not always the same.
I know it would be kind of a pain to use them being you'd more then likely have to rename the *.csv each time you wanted to use one of the other ones for the specific phone being worked on at the time. Just a thought tho.
Edit; One thing I forgot to mention tho using this new seem editor is nice. No need for MSU along with it. Just have you phone plugged in and then fire it up and it loads the correct drivers for you like what MSU would do, but in this case tho no need for MSU.

Don't need to make multiple .CSV files... Just format the line for each edit correctly and you'll get several "folders" along the left....
For example...
MotoSupertrubka's other_features.csv...
Alerts;0032;0001;06;1;Siren alert;on;off;
where...
Alerts = "folder" to have along the left (see [Screen Shot] where it has AMR Rate, Java, Messaging, Funlights, etc... just under Seem Editor)
0032 = Seem
0001 = record
06 = offset
1 = Bit
Siren alert = description
on = checked value
off = unchecked value
2742 = Seem
0001 = Record
38 = Offset
1 = Bit
Ringtone: Continental = Description
On = Checked value
Off = Unchecked value
SO using this type of layout info, you're removing the " from the lines in the functions.csv, and adding a "category" or "folder" to the begining of the line....
You can also make a "generic" section and several phone specific sections in one .CSV file.... Helpful for those who ask... "does this edit work on this phone?
bushe just PM'd me a link to a other_features.csv that he worked on... looks good. Separate sections for V9m MonsterGuide and V9m General so far...

The only think I don't like so far is that when clicking on SEEM EDIT, and getting the full HEX editing type section, YOU have to interpret the offset location based on row/column headdings...
i.e. You know how P2kSeem for V710 had a spot which showed the offset selected [Screen Shot], Well, MotoSupertrubka doesn't [Screen Shot].
And when editing like that, you wont see descriptions for the Offset/Bit combos.
the good part is, you really wont need to edit that way, unless your other_features.csv doesn't yet contain the descrption/info about the seem edit you want to make.
On a sad note... it fails to "load from phone" for seems from my Vzw V3C flashed with the Vivo V3C monster... without MSU running, or with MSU also running. So it may just be a good tool for the V9M, Z6C, Z6TV and newer phones? (I haven't tried with my Vzw flashed V3C or my V710 or E815 yet...)

It works with the K1m and V3m as well no need for RSD in the background. I don't understand why not the V3c.

Just quickly until I get a chance to sit and write up a proper How To guide...
No need to run anything except the MotoSuperTrubka.
Once launched... click SEEM EDITOR along the left. ALong the bottom are boxes for Seem and Record just like P2KSeem, however there is no need to specify bytes(h) like we did with P2KSeem. Fill them in, click the Load from Phone button.
The ROW indicators down the left side is the first part of the Offset....
The Column headdings (00 thru 0F) along the TOP is the final character...
So, Offset 3C, or 003c, would be Row 00000030 (on the left), Column 0C (along the top.)
Offset 190 would be Row 00000190 (on the left), and Column 00 (along the top.)
Just like P2KSeem, when you move around using the Arrow keys on your keyboard,, you can watch the cursor move in the HEX area... Also, the row and column positions will be highlighted to indicated your position.
The hex area for each offset comprises of a 2 digit Hex value, or 8 bits.
hex FF = dec 255 = "all 8 bits checked"
If you know the hex value (such as the "End to exit GIN" edit) just type it. If you know the individual bits, use the mouse, and check the "bit" boxes at the bottom.
once done, click the Save to Phone button, and it saves to your phone.
There is also a Reset Phone button in the lower right for when you are finished.
The Save to File, and Load From File buttons also work...

FYI the link works fine on my laptop.
I tell ya tho what a pain in the ars editing the *.csv file. I started it the other day, and lost everything I was doing when the power went out, ticked me off I forgot to save my changes while doing it. I'll get rolling on it again here soon hopefully. Work is just killing me lately at 12+ hrs a day.
Oh yea and nice writeup on using this. Pretty clear explanation IMO on how to use it. Thx

Just tried again on my two V3C's and E815. No Joy.

Yeah that was Disabled Enabled Feature really disappointed me when I was making the .csv file. Because I had to type out Unchecked for blah blah blah blah, rather that blah blah blah;on;off;. The last two semicolons are usless in the file they work with out it.

FYI I just tested it with my 2 Razrs also just to see if it was differnt then what you are seeing Mark_V. On the v3c which has the Alltel customer upgrade still, no dice reading the phone. Now on my sons v3m flashed to Alltel with the Monster file it will read it tho just fine. I also went ahead and tested it with my Maxx Ve and it loads the seems up fine too. Very odd to say the least.
Anyone tested it with a z6tv or any of the newer Moto phones to see which work with it and which don't? Oh and I forgot it does not load seems on a v325 either.
