tonight the cityfido was getting fast busies(the DMS 100 voice saying all circuits are busy) when people were trying to call me, sometimes took them several minutes, and trouble dialing out too.

When it's a network problem, something will show on your screen saying "Network Busy".
I on the other hand, the first time I tried TELUS, actually got a network busy.
of course! the service works, no drops, good sound and so on, including yesterday night. so the towers seemed to be doing okay, i never get network busy.
but when i tried it myself several times from the land phone, it was "all circuits are busy", you know, the usual telus female computer voice. so that means the circuits connecting telus to fido were overloaded. the fido towers themselves still sounded great with lots of capacity as usual.
I used landline to call the Fido phone at UBC yesterday around PT4:30PM, for sure Fido network busy, by the man voice from Fido, and I phoned about 10 times, then connected.

Fido man voice ? don't think Fido has a man voice. i know i've heard of a Telus man voice on landline before. what did you hear the guy say in the recording ?
I know absolutely nothing about cell phone networks and such, so consider this post an educational endevour.
If you were to get a network busy message, that means there aren't enough circuits for your phone to open a connection to the tower, right? It's a wireless thing.
If you get an all circuits busy message, does that mean that you can connect to the tower, but you can't get a traditional "landline" backbone type connection? When fido makes a network, do they have to "buy" connections from telus to connect into the existing wired telephone network?

Just for info:
You can ususally tell if its Cellular/Network blocking beacuse it will show as a message on your phone and probably redial.
If it's a PSTN issue you will actually here a message of some sort.
