I've had problems in the past getting the Nokia Data Suite to recognize my 6590i as well. It seemed it was after I started loading Oxygen Phone Manager and Logomanager on the same box. This was on 2000 Pro. Now I don't use Data Suite anymore and am using XP Pro.
I have a SigmaTel dongle and I know these mods had to be made on XP Pro:
1) Go to the Device Manager
2) Select the USB-Ir Adapter and right-click to select Properties
3) Under Transceiver Type, select "SigmaTel 4000"
