Spectrum and ICS - global phone capability

Now that the phone has the UMTS functions enabled I went to my Verizon store to ask that any permissions in the phone be granted.
She gave me an incorrect rate for global roaming (after I told her that I would be using a Softbank SIM, not Verizon Wireless').
Then she said that the UMTS capability couldn't be activated without rooting the phone.

I think not. We shall see.

Anyone else using their Spectrum independently of VZW as a global phone, now that ICS is out?

I phoned LG Support. As indicated by the ICS "Global Data Roaming" setting selection, the phone can roam globally ON DATA ONLY.
Verizon Wireless says that the data section of the phone isn't locked.

So, this phone is not a world phone, i.e. you can't use a GSM carrier for voice. There's no SIM for non-data.
