Apple released an update to its operating system. It has bug fixes and improves the performance of the iPad 2 and iPhone 4S, according to the limited description.

Well, with a different software channel they could have different drivers/modem partition, or even different radio setting to not enable some bands/options.
Maybe they changed something here in Texas. When it was $29.99 I paid $32.47 if i remember correctly. My $10 T-Mobile line went from $10.80 down to a flat $10 but i didn't think much about it.
