Funny, I just switched to Telus EPP from Koodo myself.

I doubt it's a network issue. Most likely something specific to your account. It would drive me nuts.

Since you've tried other phones you can exclude your phone as the source of the problem. Same with the SIM card.

My guess this is something with your account provisioning on Koodo. Problem is...

Rooting does not give access to the part of the phone where SIM lock information is stored. Google it, plenty of information is available on the subject.

Yes, rooting does give access to the filesystem, but that's not where the SIM lock information is stored.
