JUMP upgrades aren't working for me either. Only standard upgrades and add-a-line.

It depends. Under the old tiered data plans, you only got data discounts if you had a plan that was either $40+ or $50+. So if you had 2GB or less, you weren't getting a data discount anyway. So...
