I can tell you the official Sprint policy is that if the device was paid off, and you move it to your Sprint account (with Sprint SIM) and wait 40 days... you don't need the original owner to unlock....

You need to reactivate with a Sprint SIM, possibly wait another 40 days, and then request an unlock.
You can purchase another Sprint SIM off eBay. I believe (but strongly encourage you confirm)...
