She should be able to qualify for a reduced cost land line through Verizon, as she is disabled.

My mother had a stroke and can no longer work. [I have Power of Attorney.] She is having to live off SSI, which was 1/3 of her former income. She owes Cox a lot of money and cannot afford to pay it off. Cox was unwilling to work with her to make payments and said if she doesn't pay off the entire balance by a certain date, she will be put into collections -- which basically gives her no incentive to pay it off ever.
So I tried to get her signed up for Verizon FiOS and they said that every unit in her building had infrastructure to install service except hers. I suspect that my mother has been put on some kind of blacklist, so Verizon won't provide service if she owes Cox.
Are my suspicions correct?
She needs a landline for her LifeAlert to work. Right now, if she pushes the button, nothing happens.

She wont be blacklisted she probably has to pay a deposit though
