I think maybe your phone doesn't support CA with B66.

My phone supports CA with B66 as it does with all other bands. It's just not configured on the network, as indictated by service mode. I'm sure you can check to see what's deployed on sites. All it is the network doesn't have full MFBI with CA enabled. I see the same thing around here on samsung devices with freedom. Shows that there is no CA config. Name: 20180710_191500.jpg

It works in Vancouver with the new Ericsson RAN (they did not enable MFBI on Huawei RAN even for their B17 spectrum)

We're all erricson out here. I'm not sure if my home site is but I was on 4-6 sites and I didn't get CA on B66 once. Once I enabled any other band, 66 no longer showed up. It had to be the only band enabled to work.

I'll defer to zivan on this one for his expertise, but I was under the impression that all B66 CA combos are part of Rel-14 and later. And S8 was released before then.

CA not configured is the default non-CA state. It's not a description of the network configuration.

Ahh sorry I see that now. What's Rel 14?

Yes, the X16 modem that came with the Snapdragon 835 was launched as Rel-13. I've also confirmed my Pixel 2, which uses the same base hardware is also Rel-13, and is currently Rel-13.2.1. Unfortunately, I have no messaging available for an S8 to confirm its exact version.

For my Pixel 2, according to Rel 13.2.1 - TS 136 101, which states:

A UE that supports E-UTRA Band 66 and CA operation in any CA band shall also
comply with the minimum requirements specified for the DL CA configurations
    CA_66B, CA_66C and CA_66A-66A.
So that means 13.2.1 devices should support at least 66A intra band contiguous/non contiguous CA, but not CA with any other bands. So since Rogers does not have multiple B4 carriers (at least not here), it would only really be of use for Freedom until Bell/Telus/Rogers launch some of the B66 spectrum they bought at the recent auction.

However, my Pixel 2 supports other CA combos with 66, which I'm not sure why exactly. There may be some other TS document that outlines more combos, or the modem may be violating the spec and the network is ignoring the combos.

That CA not configured means the network has not instructed your device to add SCC cells, not that the network does not support CA with the current combos.

EDIT: here is some supported combos for my Pixel 2:

    66A-2A
