Double check your account to make sure you have the LTE 6gb and not an older iteration of the plan. Also check to make sure you have the LTE apns entered in the settings menu.

I set the APN in "cellular data" to ltemobile.apn but still only 3G

I just tried the lteinternet.apn still no luck according to rogers the 6gb plan I am on is the LTE version I have talked to Rogers for about a hour + today being bounced around and still had no luck. I am planning on stopping by Apple tomorrow and pick up a new Second LTE sim and try a prepaid account as a test.

    Here's the plan i have : LTE-READY 6GB Shared Data Plan

I put in the APN field : ltemobile.apn and then tried lteinternet.apn and I'm still on 3g. I'm right in the middle of montreal, so i should in theory have LTE

I just did a speedtest (with the app). 11mbps down, 1mbps up. Just wanted to make sure it wasn't just identifying it as 3g by mistake

What are the ping times? That will usually tell you if you're on LTE or HSPA. It's not hard to get the speeds you described on HSPA+. On LTE you should be getting much faster speeds, especially on the upstream.

Prepaid account won't give you access to LTE so don't waste your money. Sometimes LTE provisioning can take up to 24 hours as well, might want to try again tomorrow.

I guess the only option now is to call Rogers tech support

Sounds like a provisioning issue. If you know someone who has a Rogers LTE device put it right beside your iPad and see what happens. If you call tech support they can check if you are provisioned properly in the LTE network side. If you're not, you will get HSPA+ only, which is what it sounds like is happening here.
