Do I have to pay an activation fee to activate a used phone?

I'm going to sell my wife's smart phone and get her an LG Xpression. We are going to drop her data plan. She usually has 1.9 GB's left at the end of the month, so not worth the $25 a month for data. I'm still under contract for another 13 months. If I buy a used phone, do I have to pay an activation fee? Also, does a refurb phone require an activation fee? We were looking at the LG Xpression for her. Anyone have any experience with this phone, or any other non smart phones with a slide out keyboard?

You only pay an activation fee when setting up a new line of service. A $30 upgrade fee is only charged when upgrading an existing phone with a device purchased at a subsidized price. If bringing your own device there is no fee.

Oops!! At&t charges $36 upgrade fee. It's been 5 years since I have had their service. Verizon, my current carrier, charges $30 upgrade fee.

You have to be careful about using applications which access the external network. Pay-per-use data charges are still in effect even if you have no data plan. Having Customer Service to disable data will cause multimedia messages not to work. If you already have unlimited messaging for all lines on your account, the data plan for non-smartphones cost $10.00. The pay-per-use rate is $2.00 per megabyte. So if your wife used 100 megabytes, the pay-per-use charge would be $200.

Thanks for the answers. Is there a way to set the phone up so it doesnt use data? All my wife would like to be able to do is send picture via my unlimited messaging plan. If i dont put in her email address,what else would use data?

The problem arises with those picture messages. A data connection is required to send multimedia through the messaging platform (This data is NOT charged for by the way). If data is disabled so are the MMS. As most "dumbphones" don't have Wi-Fi that isn't a viable alternative :\

FormerRuling is right, you can have AT&T completely disable the data on her line but that also kills MMS. Having AT&T disable data is one sure way to make sure no data is used by the phone.

On Androids, I know there are apps available that can disable data but leave it enabled for MMS. I think its also possible to do this by hand as well; my guess is it involves disabling the data APN (or using an invalid data APN so it cant connect) but leaving the MMS APN intact.
