Voice dictation icon black

Sometimes when I have data the voice dictation icon on the keyboard is not Tapable. Meaning the icon is not white but has that color like your cellular data is disabled. Essentially you cannot tap it and activate this voice dictation. After you reboot the phone the icon appears back to normal, however this problem is very annoying.

Does anyone else have this problem ? does anyone else know what I'm talking about?

Also I have to add that this problem only happens in some apps where your keyboard pops up. For example this problem happens when you use keyboard in the notes app but not when I use it in Safari.

I just tried both the Notes app and Safari. Voice dictation worked fine with both. Maybe it has more to do with the phone's signal? Have you had this problem while on Wi-Fi?

Not on wifi. Signal is fine.

This problem only happens sometimes, not all the tine
