Galaxy S II T989 Battery life garbage when data enabled

I have the S II T989 on Jedi Mind Trick Rom which overclocks the phone to 1.7 Ghz. My battery drains like hell when i'm not even using it if the speed is set to 1700 mhz. I usually underclock it to around 1200 Mhz. Battery still drains a bit quickly but still acceptable. The problem is data. Whenever i enable data(3g), even if my phone is set to 800 Mhz, my battery drains like crazy. Almost 1%/3 min. That is not acceptable. When Wi-Fi is on its not like this the battery is okay but I don't understand why 3g data, even when im not using the phone, data is on and its in my pocket drains so much battery. And don't even mention Portable hotspot, oh man its about 1%/2 min. Any thoughts as to why this is happening?

for some reason, since tmobile pushed the jelly bean update to SGH-t989, the battery seems to last longer.
