Upgrade phone but keep current plan (Ntelos)

I have a family plan with two smartphones (Samsung Galaxy S and Motorola Milestone X) since 2011. The unlimited rate is $89.99 per month.

We want to upgrade phones, but they are saying the new rate is $139.99/month. Can we buy an unlocked phone from someone else and add to account to avoid the $50/month increase?

Yes. If you buy a handset at full retail price or bring you own (say from Craig'sList or somewhere else) you should be able to keep your current rate plan.
