Unlocking a arrows z FJL22 to AIO/AT&T

i just recently returned back to the states in LA from tokyo and was hoping my AIO sim would give service to my Japanese phone an AU apprently (locked) arrows z fjl22 Android phone , i went to AT&T and they said they can service it but i need to get it unlocked first, so my question is, is there any website or service in LA or possible way i can unlock this phone so i can use it on AT&T or AIO networks. thanks!

AU phones have two locks - one is the SIM-lock to AU, and the other is locking the phone to one SIM only. Whereas the second lock can be removed by the person who purchased the phone originally by going to AU and asking to have their SIM replaced, the first, the carrrier-lock is non-removable. This is why no one buys AU phones for use outside of Japan.
