For the past two weeks, att techs have dismantled the old thick gray hspa panels and have installed these new white panels. They even added another rack and pointed the antennas in new directions.

What bands are these new macro antennas for?

Very liekly high band LTE (1900 or 2100), but without better images can't be certain. Keep in mind that they also haven't gotten rid of the UMTS antennas since UMTS is still on air. It is also very possible that something was wrong with the site and they were performing work/ changing antennas since they do go bad occasionally.

Even if they don't own it they could be leasing it from someone else. It could also still be wcs or an equipment upgrade.

From looking at the antennas I'd imagine the one on the left is a hex port LTE and the one on the right is a dual band UMTS. NYC has 700/1900 MHz LTE and 850/1900 UMTS.

Anyone want to take a guess at the vendor for the equipment on this site?

Could be At&t, VZW or T-Mo. Not likely to be Sprint.
    AT&T... your world, throttled.

It's an AT&T site for sure. But I'm not sure of the vendor for the antennas.

This is an odd configuration for an at&t site. Usually the LTE radios are on the rad center and they aren't here. Its also odd for what appears to be the two cdma antennas to be in the #1/#2 slots.

There definitely aren't any CDMA antennas on this site. Here is another view:
