    Blocking ESN numbers

I have to file bankruptcy and need to put my past dues balance and ETF on my report. My daughter is going to put my phone on her account at AT&T where it will only cost me $30 a month. My question is can Verizon block my phone from being used at AT&T

If the phone is subsidized, and you're not paying off the balance, then yes of course they can blacklist it.
You may be able to go into the corporate store and talk to the manager about some sort of deal so you can take the phone free and clear, make sure if you do this they notate your account and you get a printed record of it.
I believe you could also get someone else to take over your plan and phone...

I am 1 year in to a 2 year contract. The phone was bought at a reduced price. So can they still hold the phone if I'm doing a CH 13?

Yes they can, doesn't mean they will, but if you want to be 100% sure the advice I gave above I think are your only two options
