There's no real reason not to allow phones onto 5G, it's more spectrally efficient than 4G LTE which is more spectrally efficient than 3G HSPA / DC-HSPA / UMTS etc...
Of course there is a real reason not to allow 5G: greed!! We're talking about a Canadian cellular company, after all. 
Rogers says you must be on one of the new Infinite plans to get 5G service:
As a Rogers customer, what will I need to access 5G?
• A 5G device.
• A Rogers InfiniteTM plan.
