Ultra is 10 cents/min, as are Google Voice and Skype.

RFK, thanks again for that VOIP suggestion. It is working great. The wife spends about a dime calling MIL every morning (our time ) for a few minutes.

Keep us advised of the Lyca/Kyivstar billing. Whenever wife goes over there next, we may try that, or Lyca/Lyca. I ordered a couple of SIMs for MIL.

As far as I understand, for now, there is no discount for Lyca US --> Lyca UA calls at least for pay as you go plan. Somebody with monthly Lyca US plan should try to call Lyca UA to see actual cost of the call.

Here is the info from their Lyca's site: http://www.lycamobile.us/en/plan-change-update

    July 4, 2017

Kyivstar Ukraine call rates changed to 0.03 cents per minute with all the plans.

Update: as of 08/21/2017 calls from US Lycamobile phones (including Pay-As-YouGo) to Lycamobile Ukraine phones are free.

    Verified by performing such call.

A good friend of mine also has a wife from the Ukraine. I think what he ended up doing was just getting some prepaid calling cards.

It's pretty expensive to call regular phones in Ukraine.

If she has to call a real phone #, my wife uses Tel3 ($0.13/$0.18) or Rebtel ($0.099/$0.189) to call a Ukraine Land/Cell. Tel 3 often offers 20% bonuses on refills, so Tel3 ends up a little cheaper overall.

But mostly she uses FB Messenger, and sometimes Viber and/or Skype for no extra charge using a data connection.

Update on our particular situation from 2 years ago:

After using a VOIP solution proposed by RFK (thanks RFK!) for about 6 months , which was this:

    http://https://atelecom.biz/eng/ehow-it-works

...which worked well and was something like 2 cents/min, personal issues changed things quite a bit on the Ukraine end. SILs husband died rather suddenly , and MILs health got somewhat bad (she's too old to walk up 5 flights of stairs, and nearly blind), so they are living together at SILs house. SIL finally broke down and got a smartphone ( I think it may be an Oppo, not sure) but anyway Viber has changed our lives.

Now the sisters are constantly sending pictures, chat in Russian, and phone and sometimes video over Viber. Our daughter is now in school at UCLA 3000 miles away and we are now communicating with her that way as well. I use it myself to ping my wife on the other end of Walmart. It has changed our lives...

In my travels in 4 EU countries, I always saw people using WhatsApp. I had to use it too, just because of its spread.
Never saw anyone on Viber, but maybe Ukraine situation is different.
