Put it in a bag of rice and don't try to turn on for 2-3 days. Change battery if you can. It should turn on.
If they upgrade to iOS or android use google photos and you'll never lose a picture.

Not sure what she has tried but phone has been dead for about 3 weeks now. She did try new battery not sure about the rice phone shows something red on main screen but won't power up. Can any programs be used to retrieve her pics for she never backed them up.
Try powering up the phone as far as it will boot, connect to a PC and see if it can read the drives. She may be able to get at the pics that way.
I am afraid there is a short circuit on her Prive after water damage. Things will be worse if the water is dirty. Indeed before putting the phone into the uncooked rice, she needs to do some basic clean work and remove the battery and SIM card. If change battery is useless for her, maybe she should take it to a professional phone repairer. As for recover photos from water damaged phone, I would advise her to check out whether she has saved them in SD card. If no, then try some recovery tool just like FORecovery to take a trial, maybe it will be useful for her.
