H2O Wireless - MMS problem solved [on Android]?

I put my mother on H2O Wireless about 9 months ago with a ZTE ZMax Pro phone. We have had non stop MMS problems, I was just about to post a plea for help on here but I just figured out what the problem is. I have to have Mobile Data turned on or else no MMS messages come through! All this time I thought MMS could use Wifi or Mobile Data, but that is not the case, on this phone.
Wifi can be turned on or off, but Mobile Data has to be enabled. Which is strange because I thought when Wifi is on then
Mobile Data is turned off.
Can anyone else confirm that this is true? MMS does not work over Wifi??

[Edit] Ignore this for iPhone on H2O. H2O is not in the Apple family for MMS to work for iPhones.
IIRC, The Apple version of MMS (iMessage) works on Wifi without mobile data.

Otherwise yeah, Android MMS needs mobile data. Some phones will switch it on then back off without you noticing it.

This is generally, not specifically on H2O.
