If your main problem is no file manager then just install one. My personal choice is Amaze manager.

Hello there, when i 1st bought my Nokia 3 i had the same problem, they then sent me an update early this year and i can now access
my files through my file manager. The update also upgraded my android from Nougat to Oreo. so i would suggest you look for a system update.
