Looking for a WCDMA carrier in the US

I would like to use a GPS tracker with the following specs for my pet:

Frequency WCDMA 850/900/1900/2100MHz (3G version support)
    GSM 850/900/1800/1900MHz
    Networks WCDMA/GSM/GPRS

I have an H20 Wireless card and will not register this device. Can anyone suggest a carrier in the USA, with coverage in Western New York that I could try with this? Or am I out of luck using an international WCDMA device here in the US?

AT&T or T-Mobile (or any MVNO on those networks) should work as long as the plan supports it.

Depending on the usage profile of the tracker, I'd suggest you look for a M2M SIM provider that runs on either AT&T or T-Mobile. First consider how good or bad the T-Mobile service is in your area and then the price difference between them.

What was wrong with the H2O service? Why didn't it register?

T-Mobile has a gaps in coverage in western NY state. Check for yourself with the exact location: https://www.t-mobile.com/coverage/coverage-map
AT&T is usually better covered on 3G because their voice is now only WCDMA (no more GSM for them), select "Data" and "3G" here:
