grammatical question: "turn of the century"

If I'm writing about the period 1899-1900 is that the turn of the nineteenth century or the turn of the twentieth century? 1899 is in the nineteenth century but 1900 is in the twentieth century.

1900 is also in the 19th century. The first year of the 20th century was 1901. For the same reason the new millennium didn't start until 2001 and not in 2000 as many thought.

It is refreshing to hear someone say that. It drove me crazy back when everyone was making a big deal of 2000 because they considered it the beginning of a new century.

Yeah, because there was no year zero.

For computer systems that were written in a language that only had two digit years, it was a computer date millennium. COBOL programmers were in high demand for a couple of years to update things.

COBOL is still being used in many corporate systems. While the demand for COBOL programmers is not as high now, it is still in demand to a certain extent.
