The way I understood it is that all towers have been upgraded to HSPA+, but they call towers with more backhaul "4G", but I'm not really sure what that actually means at this point.
As Joeybutts mentioned, base W-CDMA profile UMTS is still used for voice calling. Think of HSPA as the same as EDGE atop GPRS, while GSM standard is still used for voice calling.

My understanding is that all AT&T cell sites were at least upgraded to HSPA (both HSDPA and HSUPA), but I don't know if all sites were upgraded to HSPA+ - hence why AT&T was able using its standard to tout they have an "all 4G" home network.

Using 3G at moment about 45 minutes to 1 hour of highway is all 3G. Is this roaming?

    Yeah, that's Commnet roaming.

I recommend and use CellMapper for testing and mapping signal coverage and have contributed extensively in the greater St. Louis region and surrounding states.

I'm still annoyed by the weakness of ATT a around the Yankee Springs area of MI. Had to drive all way to 131 to get Strava to upload after a race last Saturday! Need to drop a new cell site or two in the area.

    Also around Nashville/Brown County Indiana.

Haha. Your profile still shows you using a HTC Tilt. I was going to say...….
