    Suggestions, for MINIMAL usage, please.

    A friend wants to get a cell phone, for MINIMAL usage.
    Maybe two calls per month. Really. And almost zero texts, almost zero data.
    What (prepaid?) options are available? Payable per call minute?
    I use RedPocket, with Verizon, and I love it. RP has nothing less than $10 monthly.
    I'm hoping that it would cost him maybe $1 monthly.
    Will probably get a used smartphone from Craigslist for $25.
    What might you experts suggest?

    Wife has the RP annual plan for $60 ($5 month)

    Truphone, Tello, or Lycamobile. Lycamobile PAYG has no data. Tello requires a Sprint compatible phone. Truphone costs $30 for the SIM but you get $15 credit.

    H2O (AT&T) - $10/90 days. Use the prepaid balance at 5 cents a minute or text, 10 cents a MB data. Page Plus (Verizon) may have something similar.

    If Sprint signal is adequate, Tello. $10 minimum prepaid deposit. Use the balance at 3 cents a minute, 1 cent per text, 2 cents a MB data. The deposit does not expire, but requires 1 cent or more usage each 90 days.

    The simplest is probably Lycamobile paygo.
    Get a penny sim on amazon, activate with $10 or whatever the minimum recharge is and don't pick a plan. This puts you on paygo. Turn off mobile data and remember to make a call or send a text every 60 or maybe it's 90 days (set an alarm on the phone or an event in the calendar.)

    I have a line from 2014 that still has most of the money on it.

    This only works if TMO coverage will work.

    If Sprint works better then Tello paygo is the choice. Getting a a sim can be tricky so it's probably best to buy it from them.

    I would say to try getting an iPhone SE unlocked if you can. Very durable and easy to change networks. The price may be a tough sell but worth it.

    Have a look at Swappa for a phone. Better buyer protection than CL or EBay.

    $10.00 for 333 minutes on Tello could last for many years with minimal usage. Just make sure that Sprint's native coverage works for ya. I think any of the unlocked Motos like a G5 Plus or E4 should be fine.

    I'd say PagePlus. If a flip works for him just get a Tracfone Alcatel MY FLIP at BestBuy ($20). Activate it right out of the box on Page Plus with the SIM that's in it. Page Plus $10 4G PayGo good for 120 days. Charges out at 6 cents a minute, 5 cents a text, 5 cents a MB. If 40 minutes a month is enough, that's only $2.50 a month. Can just replenish early if he runs out. Verizon network with VoLTE. If he needs more they have a $25 for 120 days too. Same charge out.

    I would agree about it being wrong. I believe you get 200MB data and another 50MB with "friends". I don't use their app so can't comment on the "minutes" and "text". Agree about the cost being $0, though you may be charged a penny if you don't use it.

    3rd for Truphone, with their 9 cents per minute/text/MB, and free incoming texts and minutes. AT&T network. They've also been around for years so it's unlikely that they'll just disappear or change the plan, which can't be said of some other ones here (e.g. FreeUp Mobile).

    I would avoid FreedomPop simply by the fact that their minutes are VOIP based, requiring an app. And they're known for shady tactics.

    More generally, since it seems they're buying a new (used) phone as well, by sticking with unlocked GSM (AT&T and T-Mobile compatible) devices, they can easily switch from one service to another if their needs change. Or even try out multiple services, e.g. Truphone on AT&T and LycaMobile on T-Mobile.

    I like Page Plus for the liberal policy of phones that can be brought over (I've brought over other TracFone branded phones when other TracFone sub-brands won't take them). Also Verizon coverage and $10 every 4 months refill minimum.

    At an average of two calls per month, the biggest thing you're going to want to look at is refill minimums. If T-Mobile coverage will work, then Lycamobile may be the best bet since they don't require refills as much as a phone call every 120 days. Truphone is another good option if you want AT&T coverage since they have a similar policy with no refill requirements and just a phone call be placed every so often.
